Removed functionality of directly generating ROOT and HDF5 files. Instead, added converters for TableIO and setup tray segments to use these.
Merged coordinate transformations from simple-dst (cutDST) to avoide double processing efforts.
To to: Implement missing time conversions in Astro to fill parameters.

Added DST16 which now records the time per reconstruction rather than per trigger. This fixes the large Delta t problem for fixedrate triggers and slowMP triggers.
Also removed DST incarnations older than DST13 and cleaned up some of the code.
