- Added an explicit check that a pulse map is in the frame.
  If it's not, warn the user, but continue with an empty map.
  This only affects cases when using I3MuonEnergy with MC info.

Combo Release V00-00-00

- Swapped copied classes (FitParameterSpecs, MinimizerResult,
  MuonEnergyFCNBase, MuonEnergyMinuit2) for the corresponding
  classes in the gulliver suite.
- Removed duplicated classes
- Changed minimizer backend to use I3GSLSimplex from lilliput
- Tightened the minimizer tolerance (0.1 --> 0.0001)
- Removed direct ROOT dependence.
