IceTray Release v1.4.0

- Drop support for Python 2
- Restructured the DetectorStatus() function so that, instead of scanning all the triggers for SMT8 and SMT3
  according to their threshold, these two trigger configID's are hard-coded, and it sanity-checks the threshold.
  This change motivated by the introduction of new triggers (such as DMIce) with different thresholds.
